Puerto Rican/Hispanic Youth Leadership Institute (PR/HYLI) 2023 In March, more than 250 students representing 136 different high schools from all over New York State came to Albany to partake in The 33rd Annual Angelo Del Toro Puerto Rican/Hispanic Youth Leadership Institute (PR/HYLI), which was the culmination of a yearlong leadership and civic development program. The PR/HYLI three-day event included team building exercises to build inter-regional relationships and a variety of leadership workshops that involved various forms of art and expression, including drama, dance, singing, murals, and hip-hop poetry. The culminating event was the mock assembly held in the Assembly Chamber at the New York State Capitol. This year’s overarching theme was Defending Our Democracy.
